This song seems to channel the feeling of "Baby, It's Cold Outside" without the theme ("Cuddle Up, Cozy Down Christmas")
Hehe. The intro is kind of cheesy and/or cringe, but a duet on a classic between Dolly and Jimmy is pretty cool. Personally I'd go for an edit of the song without most of the commentary. ("All I Want For Christmas Is You") [The music video dampens some of the cheesiness]
Listening to "Christmas Is" again, I feel it's weakness lies in that the song would have probably benefited from being a duet and highlighting Miley Cyrus's vocals as opposed to the feeling of Cyrus's voice being drowned out and acting like just a backup vocal.

Summary:
I honestly didn't know what to expect going into the album. Upon finishing the album, I had mixed feelings about it. For the most part, the album consisted primarily of original tracks and I liked the majority of them. With that being said, I wasn't a fan of the album as a whole.
